What is a forum.

To me it is a place where people can talk about anything. Apparently this is not the case. Twice now have I gotten in trouble for things I have posted. Normally in a forum people can say anything and anyone can reply. There are a lot of people on a forum that disagree, at least the forums I have read. People say what they believe, in the post or responding with agreement or disagreement, and with the excretions to terms of service, basically: vulgar or in bad taste comments, everything stands.

I would just like to ask what this actually is because its sure not a forum because you can actually say what u believe.
